USU and North Sumatra DPRD Sign MoU to Strengthen Synergy in Education, Research, and Public Policy

Universitas Sumatera Utara (USU) and the Regional House of Representatives (DPRD) of North Sumatra Province signed a Memorandum of Understanding (MoU) on Friday (August 15, 2025) at the Office of the Chairperson of the DPRD of North Sumatra. This collaboration marks the beginning of a joint effort between the two institutions to strengthen cooperation in education, research, and community service, with a direct impact on the development of public policies in the region.

The signing ceremony was led by the Chairperson of the DPRD of North Sumatra, Erni Ariyanti, S.H., M.Kn., and attended by the Rector of USU, Prof. Dr. Muryanto Amin, S.Sos., M.Si.; Vice-Rector for Research, Community Service, and Collaboration, Prof. Dr. Poppy Anjelisa Zaitun Hasibuan, S.Si., M.Si., Apt.; along with several faculty leaders and representatives from USU’s Directorate of Internationalization and Global Partnership (DIKG).

In his remarks, Prof. Muryanto Amin emphasized the importance of synergy between higher education institutions and legislative bodies in supporting regional development. “Universities possess academic resources, while the DPRD carries out legislative and oversight functions. When both work together, we can produce public policies that are more research-based and have a real impact on society,” he stated.

Chairperson of the DPRD of North Sumatra, Erni Ariyanti, expressed her appreciation for this collaborative initiative. According to her, the DPRD requires input from the academic community to enhance the quality of legislation, budgeting, and oversight functions.

Furthermore, this MoU opens up opportunities for USU students and lecturers to become more involved in activities related to public policy. Planned initiatives include the preparation of academic papers, studies on strategic regional issues, training programs, and student internships within the DPRD environment.

 

Vice-Rector III of USU, Prof. Poppy Anjelisa, added that this collaboration aligns with USU’s commitment to being a research- and community-engaged university. “We want research outcomes not to stop at publication but to generate real impact through their application in public policy. Collaboration with the DPRD will accelerate this process,” she explained.

The discussions between both parties concluded with an agreement to draft a Memorandum of Agreement (MoA) following the MoU, which will detail the technical aspects of the partnership. The MoA will outline program details, implementation mechanisms, and the respective rights and responsibilities of each party.

 

The meeting ended with a shared commitment to continue follow-up discussions in the near future, with the hope that the collaboration can soon be implemented in a concrete manner. Through this partnership, USU and the DPRD of North Sumatra are optimistic about fostering innovative and participatory public policies aimed at improving community welfare.
